Published service charges are separate from scope acceptance, technical work, and record completion.

Payment is not technical acceptance
A successful payment records a financial event. It does not create a technical finding, establish a completed examination, or expand the agreed scope.
Checkout status is processor-verified
The browser return from a payment page is not authoritative proof of payment. DEOB records paid status only after the configured payment processor notification is accepted.
