Required elements are missing, but the package may still support limited processing.
Usable
The available information is sufficient for the stated purpose and scope.
Conditionally usable
The material can be used only with stated limitations, assumptions, or restricted conclusions.
Not usable
The material cannot support the intended processing or determination within the stated scope.
