A direct working relationship
Each assignment begins with an understanding of the facility, the technical concern, and the outcome required. DEOB establishes a direct communication path and identifies which decisions, providers, and records are necessary to advance the work.
Scope, assignment, and execution
The sequence is deliberate: receive the request; review available evidence; establish scope and deliverables; identify internal or qualified external resources; obtain authorization; coordinate execution; and assemble the agreed technical record.
Where independent vendors are engaged, their qualifications, insurance, contractual responsibilities, and applicable professional licenses are confirmed as appropriate for the assignment.
Responsibility through completion
The responsibility does not end with identifying a test. DEOB maintains continuity in communications, schedules, documentation, and delivery within its contracted coordination scope. Test results and professional determinations are attributed to the parties that perform them.
Working across institutional boundaries
Facility owners, utilities, engineering firms, vendors, and public authorities have distinct roles. DEOB helps organize technical work across those boundaries while respecting each party’s jurisdiction and responsibilities.
